The City of Little Rock retained the team of TischlerBise and McBride Dale Clarion to conduct a fiscal impact analysis of the City’s Extraterritorial Jurisdiction (ETJ) area.

The City of Little Rock retained the team of TischlerBise and McBride Dale Clarion to conduct a fiscal impact analysis of the City’s Extraterritorial Jurisdiction (ETJ) area. The impact analysis examined all operating and capital expenditures generated by current development in two separate areas of the City’s ETJ and future expenditures generated under three future Growth Patterns. TischlerBise also evaluated potential revenue generation if the area were to be annexed in the future.

The ETJ Growth Management Study was initiated by a proposed State Bill (introduced in 2017 but not passed) that would require cities to provide sewer service within designated ETJs. The City of Little Rock was interested in understanding the fiscal impacts to the City of such a requirement to help inform future discussions, were the bill introduced in subsequent legislative sessions.

TischlerBise coordinated with an external utility consultant to ensure consistent assumptions and approach and maintained ongoing communication with the City Manager. The ETJ analysis is a highly visible study with outreach and communication with City departments as well as external community stakeholders.
