TischlerBise recently completed a Fiscal Impact Analysis (FIA) of the South East Area Structure Plan (ASP). For the FIA, all General Fund and Offsite Levy revenues are evaluated. Only revenues in these Funds increase due to growth and were therefore included in this analysis. The analysis show direct revenues and costs from new development only and did not include revenues or costs generated from existing development.

The South East ASP includes 1,562 acres. The City of Lethbridge has identified substantial infrastructure improvements that will be necessary to prepare the area for development and to support the projected development pattern. Additionally, the City is interested in answering the question, “is the existing revenue structure (based on the Fiscal Year 2012-2014 budget) sufficient to fund the operating and capital expenditures necessary to serve expected development as proposed by the South East Area Structure Plan?”
