TischlerBise developed a citywide fiscal impact model for the City of Eagle. The City desired a tool capable of conducting fiscal evaluations for specific development projects. The assignment included detailed analyses to establish current demand assumptions (e.g., household sizes, property valuations, demand for public safety services, vehicle trip rates). Several rounds of meetings were held with departments to understand precisely the operating and capital impacts new growth would have. The Tool also has a 30-year projection period to capture replacement costs of capital triggered by growth earlier on in the development scenario. TischlerBise was retained to annually update the Tool and conduct special model runs for very large and unique development proposals.
