TischlerBise developed two fiscal impact models for Compass.

TischlerBise developed two fiscal impact models for Compass. Under the first of two phases, TischlerBise programmed a region-wide model for Compass to understand the fiscal impacts of several 30-year buildout scenarios. Phase 1 included the municipalities, counties, school districts, and highway districts of the Treasure Valley. The average-cost approach was applied, allowing for accurate fiscal impacts while possible to construct under a short timeframe.

The Phase 2 fiscal tool included the municipalities, counties, school districts, and highway districts, but took a marginal hybrid approach. During the development stage of the tool, TischlerBise met with over 40 stakeholders to understand both operating impacts and capital impacts. TischlerBise also calculated specific land use types for each municipality, typically having several different sets of land uses for each jurisdiction based on geography. As a result, there are over 100 service areas which have a unique set of capital needs and demographics. The tool allows Compass to understand both the comprehensive impact to the Treasure Valley, but also identify impacts at the jurisdictional level.
