TischlerBise recently completed an update to the City’s SB1525-compliant development fees we prepared in 2018. This study includes an update to parks and recreation, library, street, police, fire, water, and wastewater development fees. Due to Buckeye’s acquisition of Global Water, and the complexity of existing development agreements related to this acquisition, Buckeye accelerated its update process. To account for development agreements related to water and wastewater service throughout Buckeye, which often vary within individual Community Master Plan Areas and 208 Areas, TischlerBise and Buckeye staff designed a GIS-based development fee schedule to accurately assess fees at the parcel level. Buckeye’s current (four) water and wastewater service areas are projected to increase to approximately ten to twenty service areas for each type of infrastructure – Buckeye’s water and wastewater development agreements do not usually have similar geographic boundaries.
