City Benefits from Existing Economies of Scale. The developer of Hunter Ranch petitioned the City of Denton to revise the existing Municipal Management District.

The developer of Hunter Ranch petitioned the City of Denton to revise the existing Municipal Management District. Proposed revisions include 1) infrastructure projects eligible for reimbursement as defined in Exhibit L of the Operating Agreement; 2) changes to Benchmark and Contract Tax Rates; and 3) elimination of bond reimbursement caps. These proposed changes have obvious benefits to the developer. However, it was in the City’s interest to perform its own fiscal impact analysis to ascertain the impact on the City’s budget.

Our fiscal impact analysis revealed that Hunter Ranch would generate more revenue to the City of Burleson than costs. A primary reason was existing economies of scale from a service delivery perspective for several departments. Additionally, parks developed and dedicated to the City as part of Chisholm Summit will be maintained through a Public Improvement District, resulting in negligible park maintenance expenses to the City.
